Export Documentation

The AICC is a one-stop-shop for the checking, certification and legalisation of commercial documents for the Arab markets. Only the AICC Certificate of Origin should be used for the 19 Arab countries we represent. We do not accept European Certificates of Origin. The Arab-Irish Certificate of Origin is issued by the AICC directly to its members and is also distributed through the local Chamber network throughout Ireland for non-members.All exports from Northern Ireland must be processed by our sister Chamber, the Arab-British Chamber of Commerce:www.abcc.org.uk

AICC Certificates of Origin must be certified by our Chamber following completion by the exporter. When there is a requirement for certificates and other documents to be legalised, the AICC will arrange this with the relevant Arab embassy. Kuwait, Qatar, Sudan and the United Arab Emirates insist that all shipments to their countries must be certified by the AICC and duly legalised. The Certificate of Origin is required for the following reasons: :

  • To meet customs authorities’ requirements
  • It is a legislative requirement of the importing Arab country
  • To comply with Letter of Credit or banking requirements
  • It is proof of origin for importer

Certificates of Origin can be accepted in Arabic and French with an English translation.

Certificate of Origin

Instructions for the completion of the AICC Certificate of Origin are printed on the reverse of the blue application section of the Certificate of Origin.

  • Certification will not be carried out unless the complete 3-part set is submitted
  • The documents submitted must not contain erasures or superimposed corrections (Tipp-Ex)
  • The Certificate of Origin set must be completed in typescript - each copy in an identical manner (please see below for our template)The documents submitted must not contain erasures or superimposed corrections (Tipp-Ex)
    • Original is certified and/or legalised
    • Application copy is returned with the original
    • Control copy is retained by the AICC
    • Application and control copies must be dated and signed in boxes 8 and 9
  • The consignor/exporter in box 1 must be an Irish registered company within the 26 counties. If the exporter is an Irish company exporting on behalf of another Irish or foreign company, the exporting Irish company's name and address must be listed, stating that the export is on behalf of [exporting company's name and address]. The consignor/exporter details must match on all documentation.

The full name and address of the manufacturer[s] must be included in box 6 and must match box 5. Any components or raw materials must be treated in the same manner.

  • All boxes, with the exception of box 4 which is optional, must be completed
  • Every Certificate of Origin must be accompanied by an original signed invoice with the exception of Libya which will accept a photocopy invoice
  • Official copies of the Certificate of Origin are issued by the AICC (photocopies cannot be certified). Some local chambers supply copy Certificates of Origin
Obtaining a blank A-ICC Certificate of Origin 

Members: Blank Certificates of Origin can be purchased directly from the AICC at a cost of €2 per Certificate.

Non-members: Certificates of Origin can be purchased directly from your local Chamber of Commerce. All documents must be stamped by your local Chamber before submitting to the AICC.

 

Invoice certification

  • Invoices should be originals and signed by an authorised signatory. Scanned signatures are not accepted
  • The full name and address of the Arab consignee at the final destination should appear on the invoice. This should match box 2 on the Certificate of Origin.
  • Invoices must show currency and a value - even if the value is for customs purposes only
  • Some countries require a statement on invoices. Please check individual country page requirements

Other documents

Health, Radiation and Halal Certificates and Packing Lists which accompany a Certificate of Origin and Invoice must be originally signed by the issuer. All details must match throughout all documents.

  • All other documents must be originals. If not, then the copy submitted must be stamped and signed by either the Issuing Authority or by a notary public and state: "This copy is a true copy of the original".
  • All Certificates must be dated
  • All documents must show the full name and address of the Arab consignee at the final destination
  • Some countries require documents which do not relate to a Certificate of Origin to be stamped by a Notary Public and the Department of Foreign Affairs & Trade. Please check individual country page.
  • As legalisation fees have to be paid at the time they are presented to the embassy, full payment must be received with all documents.
  • All documents for certification and legalisation must be submitted before 1.00pm as they must be checked thoroughly before forwarding to the relevant embassy.
  • Two sets of photocopies of all documents must be accompanied with the originals
  • Payment must be sent with all documents
  • A covering letter must be sent with all documents
  • Non members: all documents must be stamped by your local Chamber of Commerce before submission
  • Occasionally, embassy rules and regulations change overnight. We bear no responsibility for any such changes which regrettably must be passed directly to exporters.

    Methods of Payment

    If you do not already have an agreement with the AICC regarding payment e.g. payment on receipt of  invoice, then payment must be submitted with all documentation. The Chamber accepts the following payment methods: 

  • Credit/laser cards -    If payment is made over the phone by credit card, can you please download the Credit Card Authorisation Form under 'Downloads' above, sign and email to info@aicc.ie
  • Company cheques, postal orders or bank drafts made payable to ‘Arab-Irish Chamber of Commerce’
  • Bank transfer
  • Cash is also accepted, in person, at the AICC office
  • We do not accept any personal cheques, American Express or Diner Cards
  • Documents are returned by ordinary post. Exporters can avail of the following methods at the following rates:

  • Swift Post: €7.00 for Certificates returned by swift post within Ireland or €8.00 when sent by registered post to the United Kingdom.
  • Courier to Middle East: €75.00
  • Courier to UK:  €60.00
  • Courier within Ireland: €40.00
